There is a job as a help desk support tier 1/2 at the pentagon with top secret clearance. how much for a base salary should i ask for?

That all depends on what you have to offer, them.

How many years experience?
What do you know?
Do you have good customer service skills?
Are you able to resolve issues in a timely fashion?

Your pay will be determined by how you perform at the interview.

IS this a position that needs a security clearance?

Most entry level or level 1 help desk starts out around $10 to $15 an hour. With a security clearance, you should be looking at a few dollars more, maybe in the $20 range.

This is just my guess.
