1. ENLISTED CUTOFFS ARE DESIGNED FOR PLANNING AND GUARANTEE
ADVANCEMENTS TO THOSE MEMBERS AT/ABOVE THE CUTOFF, BASED ON
PROJECTED VACANCIES DURING A SPECIFIC PERIOD OF ELIGIBILITY.
ADVANCEMENTS OCCUR BASED ON ACTUAL VACANCIES IRRESPECTIVE OF THE
CUTOFF. THOSE NOT ADVANCED, BUT AT/ABOVE THE CUTOFF AT THE END OF
THE CYCLE, ARE CARRIED OVER TO THE NEXT SWE ELIGIBILITY LIST.
2. PERSONNEL ARE REMINDED THAT THE CO'S RECOMMENDATION FOR
ADVANCEMENT MUST BE MAINTAINED FOR THE PERIOD FROM RECOMMENDATION
TO ADVANCEMENT. PERSONNEL FAILING TO MAINTAIN THE CO'S
RECOMMENDATION FOR THIS PERIOD SHALL BE INVALIDATED FROM THE SWE(S)
IN WHICH THEY PARTICIPATED. PERSONNEL WHO HAVE BEEN INVALIDATED
MUST BE RECOMMENDED AND QUALIFY AGAIN THROUGH A NEW SWE
COMPETITION.
3. ALL RATINGS/PAY GRADES IDENTIFIED IN REF A ARE LISTED. IN

This is what happens when rates don't have to go to sea. Aviators are having similar problems. NO one wants to and the results are this. 2 Points a year is my motto. Good luck my YN comrades.

Salty: it pains me to write this but the situation is more complex than simply if someone "wants" to go to sea or not as you put it. Orders, last time I checked, were not synonymous with invitations...even, yes, for yeomen with orders to a big white one.

The last thing I want to address is people who come on the yeoman section and take potshots at yeomen AND aviators. I'm not suggesting YOU would do that being a fellow chief and all. However, if you on anyone else catch anyone doing it, perhaps we should ALL suggest that he take it to the next level. How? Well, in real life, if for example if his house has just been blown apart by a hurricane and he is attempting to evacuate his family, when he walks into the yeoman's office suggest he start running his mouth about how NO yeoman wants to go to sea OR for aviators ask him to get injured and take a ride on a SAR case and start running his mouth about how aviators should really be spending more time on hose handling. Since these MIGHT be valid arguments, I'm sure these supposedly indespendisble coastguardsmen will literally drop everything they are doing for a few possibly precious minutes to have a polite discussion about rating responsibilities and service ethics.

Not taking "Pop Shots" at anyone. Post 9-11 more and more individuals don't want to go to sea anymore even with the higher sea pay and the kicker incentive. My eight plus year U/W has allowed me to notice this. Individuals are putting their names on "A" school list just to get off the ship. It's not just YN and air dales, but many rates in the Coast Guard. If I offended anyone, I apologize, but facts are facts. The point I was trying to get at is that traditional rates that don’t have many Sea Going billets are locking up due to many more people joining the rate and now we are seeing the problems with the very low cuts throughout all rates, not just YN. I like seeing people promote. I feel that it shows everyone how hard that individual has worked. Once again Sorry for any misunderstanding.

Advancements were bound to lock up. It's inevitable and this is not the first time. We will get through it as we always do!
I would say it has more to do with the economy. People want to stay in the Coast Guard now. Guess were gonna have to study up hard and pray!

Then there are those of us who VOLUNTEER go to sea, and DON'T get the orders! I, in a year will have nothing but afloat billets on my e-resume. BTW, I'm a YN.

Question: Does anyone know how many current enlisted personnel there are on AD with approved HYT PGP waivers (over 30 years)?

I'll bet there are a few in the YN and Aviator ratings.

With all other advancement factors being equal, A YN or Aviator with sea time would have an advantage.

But, the reality is if you consistently write a good test, you will eventually advance despite shortcomings in other areas.

I don't see how sea duty has anything to do with a rate that has 97% retention. People are not getting out and with the movement of all the special assignment personnel back into the YN field, that is why you are seeing a lock up in advancements.

The only enlisted personnel that have a chance for an over 30yr waiver are those Master Chiefs serving in Command Chief billets. The only others that you could have seen/heard about are Warrant Officer, and believe me, they are not in the YN rating.

I have a YN1 that has an approved request beyond 30 years. It happens.

YN1 approved request to go beyond 30yrs should not of been approved we are not in a critical rate. Although if member is in a critical billet, and command does not want a large gap between replacements, I could see that happen.

Those with an over 30 waiver prevent others with less TIS from filling the same billets.

Which, impacts advancements in all ratings.

I think after 30 it's time to go.

Yeah, just like if you are over your PPG, you should go. But, I don't see that happening.
