My spouse has a contract with a local hospital that gave her a scholarsip for three years for college. For every year she received the scholarship she had to work there. I am being transfered to another station too far away for her to work there. Since she can't work there she has to pay back the money. Is there any military dependent programs to keep her from paying this debt back.

A VERY, VERY, VERY polite letter to the hospital explaining the siutation and requesting they consider forgiving the debt may work. Include copies of the transfer orders. Explain when you were tour complete and reasonably expected the potential of a PCS. If you are being short toured, ask someone in your command cadre to attach a confirmation of that. You may just be in deep doo if you two went through with this 'hoping' you would get an extension or a local PCS. A reasonable person could think that is close to fraud.......

Now - all of that said, if it happens, keep track of all of the papers. Technically in most cases, debt forgivness may be considered as 'income' by the IRS.
