AR 600-45 dated 22 September 1943, and 3 May 1944 clearly provides the definition of a wound. Included is the word "element."
"refers to weather and permits award to personnel severely frostbitten while actually engaged in combat."

It was not until February 10, 1996 POWs held prior to 1962 were authorized the Purple Heart for wounds (including frostbite) incurred while in captivity or while being taken captive.

Since the USAF took jurisdiction over former AAF personnel in 1957, they have the authority, and are approving the Purple Heart for wounds (including frostbite) experienced according to the Public Law 104-106.

However, former WWII personnel assigned to ground units in the ETO are being denied the medal for identical wounds.

How does one get the Army to follow the law?

Yes, I contacted my Representatives of Congress. Did not accomplish zip.
