Is there any government location that a soldier can contact to have a records review done to evaluate for possible awards/decorations that should have been awarded and were not?
Review of service history to justify awards, etc?

I just had that done. The online route might work (dont know).
If you go to your local VA office, they will give you a standard form with address to semd it to.
Be advised this is not a fast process. In my case (Navy). I sent it to The Board of Naval Corrections. Six months later I get a "We dont do that. We are forwarding it to the correct place" (didnt say where that was) One year later I get a DD-215 (215 is a correction doc. for the 214) with corrections and all medals as first issue.
