I am a guardsman who is volunteering for OIF again. I am looking to try to stay on active duty after my tour is up. Is there anyone out there who has gone through the process I am describing, or who is in the process now, or who has information on the subject?

Get a DD 368 signed by your unit 1SG & Commander. After that, walk into a US ARMY recruiting office. You can go to the ARMY office first because they will probibly fill one out for you to bring to your unit. Best of luck.

If you are on a deployment now....when you get back to the states to de-mob, let the staff know you wish to go on another deployment. They will start the paperwork there at the site. The problem will be whether your unit(CO) will sign off on your paperwork and let you go out again.

It goes higher than company level now. As of February, the release paperwork goes all the way up if you have under a year, and to Division or equivelant if over a year in.

It has never been the company commander who has the authority to approve a conditional release. The lowest I've ever seen it was the brigade commander level but most the time it's higher than that.
