To the thread title: Bolt Action rifles are the most accurate rifle action---thus they are the best for Sniper work where accuracy is the important thing...NOT rapid fire ammo waste done by semi-autos. {and the brass case being tossed into the air.}
Get a book about Carlos Hathcock called "Sniper"--One shot ,One kill. He is probably the best sniper of the Vietnam era, and he used a Model 70 Winchester walnut stocked .30-06 Springfield (Gov't) .

Well, your argument can easily be backed up (I changed profile, that was an oops). But, what happens in the situation that the sniper has to quickly get out when he has on him an M9 (thats the pistol they use?) M16, and sniper. With semi auto, there wouldn't really be a need to carry around an assault rifle too.
I'm not one, but I know this. Snipers typically work with a spotter, in a 2 man team. The spotter is typically armed with an M4/M16, I've seen them with M203, also.
Depending on the unit, the spotter might carry a semi-auto 7.62 rifle like the M14, Mk11, or the like. Or, like you said, Gene, some might carry an M4/M203 combo. There are arguments for either, and of course mission dictates.
Not a Sniper, just worked with my company's sniper section a few times. It depends on the environment and terrain, urban a semi-auto is a good thing as sometimes multiple targets will present themselves or rapid follow up shoots may be needed. Generally speaking if it were me I would take a semi-auto vs. a bolt.

It depends on the unit, some work in two man teams some work in three. Also what they carry differs from unit to unit. My unit when we reached Iraq all members of the Sniper Section were given M4's, shooter just had that much more crap to carry to a site. Just because it is a semi-auto won't completely solve the problems when they have to break down the site and move out, if you have ever even attempted to clear a room or engage on the move from a 10x scope it's not the best tool available.
