I will be shipping out to Fort Leonard Wood in about a week and I am concerned about not being able to vote for President this November. What kind of procedures do I need to go through in order to be able to vote? Thanks.
The Army may be different. However, I was in boot camp on election day in 2000. They do not have anything for you to vote. Unless you set up whatever you need to do with your county prior to leaving for training, you will not be voting this year.

Yeah, I'm pretty sure you have to register in your home County first...then you will vote via absentee ballot.
The OP has a week. That should be enough time for you to call your local voter registration office TODAY and have them mail you a registration form TODAY which you should get by the end of the week. Once you fill it out and return it you're good to go.
Call TODAY and tell them your situation so they can expedite it...
