The message is pretty explicit when it states that an active duty mbr cannot draw additional BAH in conjunction with the new GI Bill. My question is, if the entitlement is gifted to a spouse/child can that person draw the BAH entitlement if the sponsor remains active?

In addition to the above link, you will also need to wait until you see some CG Specific info as some of the benifits are written as "...the service may..."

I do understand most of what has been put out in reference to the post 9/11 GI Bill. But I do have some questions... If we are able to transfer it to our children, can they receive the housing stipend, and 1000 annually for books?

The services have not released the policies for transfer of benefits. As discussed in the ALCOAST they plan to have the policy released before the August start date.

The law states spouses would recieve the same benefit the service member would get while still active - hence no stipends, just tuition.
The way I read it, dependent children are allowed the full benefit, including stipends for housing, books and tutoring services.
