Who can get TA? Is it just anyone who meets the basic qualifications or is it merit-based or needs-based or something like that? Are there only certain schools that accept it? (I know the school must be accredited but beond that are there any additional requirements?)

go to the CG Institutes webpage and visit the Tuition Assistance Section...it answers ALL your questions.

Also, go to your ESO...they have the answers.

If you are Active or Reserve, you are eligible. It's a great program to help you start or finish your degree. It's not merit-based nor needs based. All you do is fill out the application (Make sure you already have your classes, costs, per unit, # of units, and start/end dates of your classes.) Then you want to fill out the application and send it in BEFORE you pay for your classes. TA will NOT pro-rate your cost. You don't want to pay out of pocket, then ask for money from TA, they will deny your application at this point. Once you get approved and a Auth number, you send this in to your school and they will credit your account for the classes you're taking. It's like a voucher for the costs of your classes. You can apply for TA every qtr or semester; up to $4500 annual.
There's still some info you need, from which you can get on the CG Institutes webpage, but hope this set up in the right direction. Talk with your ESO or Training officer at your station/boat.
