The new G.I. BILL states that you will receive "the cost of tuition and fees, no to exceed the highest in-state undergraduate tuition at public institutions." Does anyone know if this is semesterly tuition or yearly?

It is semester which typically is half of the yearly tuition unless you take interim or summer courses.
