I did an internet search for Coast Guard-specific slang terms, but I couldn't find jack squawt. Anyway, I'm wondering if we might be able to heave some slang out of the memory hatches and secure them here for posterity...
Here's one...
Phantom Shi++er - A Coastie who purposefully and secretly does his doody outside of the head, and then he leaves it where he plopped it
And here's another...
Oscar - The name of the dummy used for man overboard drills. Also, the flag that is hoisted when there is a man overboard (the flag for the letter O)

Probably a lot of slang used in the Coast Guard is common to all military branches, like these slang-terms I remember having been said to me by more than one Coastie...
A few of my former co-workers were in the Army, including a former MP who, as you noted in another discussion, had to set the example uniform-wise. But what the heck does STRAC mean?
After a few moments I thought of trying searching the web. (Yep; Old Phartism raised it's ugly mug again.) I found about six different definitions, including this from Wikipedia:
"STRAC is Army slang term for "a well organized, well turned-out soldier, (pressed uniform, polished brass and shined boots)." A proud, competent trooper who can be depended on for good performance in any circumstance.
"Gear clean and tight; Weapon clean and ready; Mind clear, organized, and ready for action. S- skilled T- tough R- ready A- around the C- clock. STRAC"

In boot camp, soogie powder (Comet Cleanser) was our "best friend" during Rope Yarn Sunday. However, scouring pads (AKA green **** - rymes with ship) was banned from the training center.
Oh, and in my time in, FTG sure didn't stand for "Forever the Guard".
When discussing Coast Guard slang, it is a given that Coast Guard Acronyms be given serious consideration. The service seemed to live on its acronyms
STRAC stood for Strategic Army Corps. STRAC was a designation given to the XVIII Airborne Corps at Fort Bragg, North Carolina, in 1958. Other units throughout the Army in the early 60's were also designated as part of STRAC but the term was later deactivated, late sixties I think.
