The lines "I am coming to you" and "You will explode after a few minutes" seem kind of odd, but when you actually watch the footage and listen to the audio some things just dont add up:
first, they are in speedboats, if you were talking into a radio from a speedboat, there would be a bit of interference as they would need a smaller radio and a good deal of wind would be tearing around, but here its crystal clear. (also note the lack of any antennae coming off the back of the speedboats, meaning if the Iranians had radios at all, they would be handhelds)
second, the tone and dialect doesnt feel right either. he says "I am coming for youuuuuu", "you will exploooooode in a few minutes" that is exactly the same tone someone might use to impersonate a vampire; "I'm going to suck your bloooood"
Thats enough reason for me to believe that this was done by some bored individual that hadnt grasped the gravity of the situation.
