I think I heard once that it ends up being about an 11 yr hitch after you add up getting commisioned, then accepted to the flight program, then the training, then the commitment when/if you get your wings.

Flight School has an obligated service of 5 years. Then as I understand it, you go on to training for the aircraft you will be flying, and that has an obligated service of 4 years. This is not in addition to the initial 5 years, but added on to what is left of the 5 after Flight School.
Since you have to be an officer to go to flight school, and it will take time to get into flight school, you should add a couple of years on to what is listed above.
Keep in mind not everyone can get Flight School and not everyone that does graduates and becomes a pilot. Join the Coast Guard because you want to be in the Coast Guard first, and a pilot second.
Flight school carries an eight-year service obligation. That obligation will begin after the completion of whatever obligation remains from your commissioning source. If your commissioning source was OCS, you can expect 11 years.
