I assume he has talked to the local housing office, looked for apt, what does his supervisor have to say about it? What about barracks? Has he talked to anyone, sleeping in his car is unacceptable but he needs to ask for help before anyone will do anything.

The Ft. Drum I know is an Army base in northern NY state or like my cousin (Army Full Bird) used to say, south Canada. I'm not sure of how close, if any, is a CG unit to Ft. Drum.
