I asked hubby and he wasn't very clear in his response, so I thought I'd ask here. He was on leave and usually when I ask he quotes me his source.

Ok, hubby is an E-8 Geo Batch. There aren't alot of billets for an E9. If he turned down the job for E-9 in order not to have more travel to get home, could he put in the paperword for CWO for the 2009 year? I am under the impression that if you turn down a promotion that would keep you from a promotion for five years.

Can he later go CWO if he decides to stay put and not go E-9? It's a health issue for me. I told hubby I'm fine, but he worries about us at home.

Why would he turn down E-9. A E-9 makes about $1000.00 more a month than a W-2.

Right now he's only a six hour drive from home in case of Emergency.. if he's not U/W. If things works out as he suspects he would be 1500 miles from home and not near an airport. Housing would be a problem... no place for our travel trailer that he has had at other land billets. The increase in pay would be offset by the loss of sea pay pretty well maxed out as well as living expense increase as well as the inconvience for us to go see him or visa versa. There is a long list of reasons. The question is.... if he decided to refuse E-9... could he go warrant in less then five years???

I do not believe that removing your name from an Advancement list effects your ability to compete for CWO or for that manner MCPO the following year.

If you turn down CWO you cannot compete for that promotion for 5 years.

If I was contemplating removing my name from an advancement list I would do it as soon as I made that decision and before I talked to the AO about possible assignments.

Just my opinion, but if I ever found myself contemplating turning down a promotion for ANY reason, perhaps I should be considering another line of work. If he is an E-8 going for E-9, my guess is that he is eligible for retirement. Perhaps if he is really concerned about you and wants to be home, then he should retire and start a new career back home close to you. Otherwise, it sounds to me like another so called case of "humanitarian need". And we all know that there are some real cases out there like there are some fake ones that simply abuse the system for the purpose of having their cake and eat it too. For the record, I am not saying that’s your husband’s case. But again, if he is eligible, I recommend taking retirement over turning down a promotion ANY day of the week!

It is not an automatic bar from competing for CWO. That said, his command and anybody else involved in the selection process for CWO could see that as a member turning down an offer of increased responsibility, which is not a trait of a Commisioned Officer (which a CWO is).

Another potential complication: Becoming a CWO means an ABSOLUTE GUARANTEED transfer. They do have CWO positions that are 1500 miles away from you. I am sure they also have SCPO jobs 1500 miles away from you. As someone mentioned above alluded too, if he waits too late to 'turn down' E-9, the assignment officer may have already issued orders for his replacment and may issue your hubby PCS orders to 'whats left' in the E-8 slate. Except for about two jobs at the E-9 level, the assignment officer could accept his request to remove his name from the advancement list and STILL send him to that E-9 job as an E-8.

Not a lot of winning proposals in his case.

Recommend accepting E-9 and you two rough it for a little while, stand on your head if you have too, until he completes his obligated service. Going warrant takes to long to catch up. Trust me. I'm chair of the board of the "saved pay" association. Razz
