Will our january mid month paycheck be pro rated for the first 2 weeks of the 2008 BAH pay?

Our pay on the 15th is for service from the 1st through the 14th, meaning that the 15th paycheck is the 1st of the year and will reflect the 2008 pay raise.

Actually since the President vetoed the Defense bill the pay raise was not passed.
Will see the BAH increase. |

Ok thanks, that is what I thought was the case but some other people were telling me otherwise. Regarding the pay rase, I thought it was just lowered to 3% instead of 3.5%? So he cancelled it all together? |

This is what I found when searching for an answer on military.com:
President Bush's veto of the National Defense Authorization Act of 2008 postpones the expected 3.5 percent across the board raise passed by Congress. However, due to an existing law, servicemembers are guaranteed a pay increase, which means military servicemembers will see an across-the-board pay increase of 3.0 percent in their Jan. 15, 2008 pay checks. White House officials have stated that they will work with Congress to make sure the additional 0.5 percent pay raise is approved and retroactive to Jan. 1 under a reworked NDAA. Compare the 2008 3.0 and 3.5 percent military pay charts. |

BASIC PAY CHANGES. (1) JANUARY BASIC PAY RAISE - SINCE THE 2008 DEFENSE AUTHORIZATION BILL WAS NOT SIGNED INTO LAW, THE 1 JAN 2008 BASIC PAY RAISE WILL BE 3.0 PERCENT ACROSS-THE-BOARD, PER REF A, INSTEAD OF THE PROPOSED THREE AND A HALF (3.5) PERCENT PAY RAISE. (2) THE PLANNED 3.5 PERCENT PAY RAISE, AND ITS POSSIBLE RETROACTIVE PAYMENT, IS DEPENDENT UPON FUTURE LEGISLATIVE ACTION. B. BASIC ALLOWANCE FOR HOUSING (BAH). (1) IN 2008, BAH RATES REFLECT A NATIONAL AVERAGE INCREASE FOR THE COAST GUARD OF 7.0 PERCENT OVERALL. HOWEVER, ACTUAL BAH RATES WITHIN EACH MILITARY HOUSING AREA (MHA) AND COUNTY COST GROUP VARY ACCORDING TO LOCAL RENTAL MARKET CONDITIONS. DOD BAH POLICY CHANGES THAT ELIMINATED GEOGRAPHIC BAH RATE PROTECTION IN 2006 RESULTED IN RATE INCREASES OR REDUCTIONS THAT WERE VALIDATED BY THE ANNUAL RENTAL HOUSING COST DATA SURVEY. INDIVIDUAL RATE PROTECTION PREVENTS THE DECREASE OF AN INDIVIDUAL MEMBERS BAH RATE AS A RESULT OF CHANGES IN HOUSING COSTS IN AN MHA, CHANGES IN THE NATIONAL MONTHLY HOUSING COST, OR A MEMBERS PROMOTION. RATE-PROTECTED SERVICE MEMBERS WILL RECEIVE ANY PUBLISHED BAH INCREASES, BUT NO DECREASES. RATE PROTECTION HELPS TO ENSURE THAT THE SERVICE MEMBERS TYPICAL OUT-OF-POCKET COSTS MAY BE LESS, BUT NEVER MORE, THAN UPON THEIR REPORTING DATE. (2) INDIVIDUAL 2008 BAH RATES FOR EACH MILITARY HOUSING AREA AND PAY GRADE MAY BE VIEWED AT: <HTTPS://SECUREAPP2.HQDA.PENTAGON.MIL/PERDIEM/BAH.HTML>HTTPS://SECUREAPP2.HQDA.PENTAGON.MIL/PERDIEM/BAH.HTML. BASIC ALLOWANCE FOR SUBSISTENCE (BAS). EFFECTIVE 1 JAN 2008, BAS WILL INCREASE TO THE FOLLOWING MONTHLY RATES: (1) OFFICERS: 202.76 USD. (2) ENLISTED: 294.43 USD. (3) ENLISTED DAILY DISCOUNT MEAL RATE (DMR) DEDUCTION: 8.35 USD PER DAY. D. BONUSES AND SPECIAL PAYS: UNTIL THE FY08 NDAA IS SIGNED, ALL INCENTIVE, ENLISTMENT, AND REENLISTMENT BONUSES UNDER REFS B AND C ARE SUSPENDED FOR NEW CONTRACTS AS OF 1 JAN 2008. HOWEVER, THE FOLLOWING GENERAL GUIDANCE MUST BE FOLLOWED UNTIL THE LEGISLATION REINSTATING THE REQUIRED AUTHORITIES IS ENACTED: (1) THE WORDING FOR CONTINGENT BONUS ADDENDUMS STATED BELOW SHALL BE ADDED TO BOTH ENLISTMENT/REENLISTMENT CONTRACTS AND ADMINISTRATIVE REMARKS (CG-3307), WHICH ACKNOWLEDGE ELIGIBILITY FOR A BONUS BUT DOES NOT GUARANTEE A BONUS PAYMENT. THIS WILL ENABLE BONUSES TO BE PAID AT A LATER DATE WITHOUT FURTHER ACTION BY THE MEMBER ONCE, OR IF, AUTHORITY IS REESTABLISHED. HOWEVER, WHETHER PAYMENTS WILL BE RETROACTIVE WILL DEPEND ON HOW CONGRESS REINSTATES THE LAPSED AUTHORITIES. (2) ACTIVE DUTY AND RESERVE AGREEMENTS EXECUTED DURING THE PERIOD OF LAPSED AUTHORITY SHALL NOT INCLUDE BONUS GUARANTEES UNLESS THE FOLLOWING WORDING FOR THE CONTINGENT BONUS ADDENDUM IS INCLUDED: (A) BONUSES MUST BE AUTHORIZED BY CONGRESS AND ENACTED INTO LAW. THE AUTHORIZATION FOR PREVIOUS BONUSES EXPIRED ON 31 DEC 2007. CONGRESS IS CONSIDERING RENEWING THESE AUTHORIZATIONS. Just got my LES and noticed that the COLA went down. Reason this is a problem is becuase I did a rate query and it was supposed to go up. Any idea on what's up with the COLA?

I believe we are in a recession folks. When they do away with bonuses,and pay raises for military...things have to be really bad. Also,our spending will decrease along with our pay,and the economy is now going to see that. What a nasty situation! Can't wait to pay 3.50-4 bucks a gal for gas. Anyone else feel this way?

In Kodiak we are still paying about $3.37 a gallon for regular unleaded! I'm not sure what is going on with the COLA but I dont think recession is in play quite yet. The housing market has been out of control for 5 years or so, I mean people were getting back 4-8% annualy on their housing investment because the market was so high. I think it's just comming back to earth a little which is great. If the annual inflation is 2% and real estate continued to boom at the 5% rate it was annualy, the market would eventually colapse! Again, I just think it's comming down a bit to level off, aka-stimulate growth! the bonuses for certain ratings will be back, the bonuses going away was just residue of the old NDAA. Now that the new one has been passed, we should give the Coast Guard a chance to go through it and make sure there is nothing else hid in the new NDAA that may obligate the Coast Guard more fiscally than the later. We must be patient! But my father always told me "Only doctors have patients"

I thought that back in March 2008 that the extra .5 pay raise was suppose to be in our retirees pay checks retroactive from the 1st of Jan 2008 and received no later than 30 days later. What is the situation.
