SUBJ: ASSIGNMENT YEAR 2009 (AY09) SPECIAL AGENT SOLICITATION
A. PERSONNEL MANUAL, COMDTINST M1000.6A, ARTS. 4.E.2 AND 4.E.9
1. THIS MESSAGE SOLICITS CANDIDATES AND OUTLINES THE APPLICATION
PROCESS FOR MEMBERS INTERESTED IN SPECIAL AGENT DUTY FOR AY09.
2. SPECIAL AGENT DUTY IS EXTREMELY CHALLENGING AND REWARDING. THE
MISSIONS OF COAST GUARD INVESTIGATIVE SERVICE (CGIS) INCLUDE:
CRIMINAL INVESTIGATION - INTERNAL (I.E., THEFT OF GOVERNMENT
PROPERTY) AND EXTERNAL (I.E., ALIEN OR DRUG SMUGGLING, FALSE
DISTRESS CALLS); INTELLIGENCE COLLECTION; PROTECTIVE SERVICE
OPERATIONS; AND LIAISON TO OTHER FEDERAL LAW ENFORCEMENT AGENCIES.
3. ELIGIBILITY REQUIREMENTS: ALL FIRST CLASS PETTY OFFICERS (E-6)
AND CHIEF PETTY OFFICERS (E-7 NOT ABOVE CUT FOR E-8) WHO ARE TOUR
COMPLETE IN AY09, AND WHO MEET OR EXCEED THE MINIMUM QUALIFICATIONS
OUTLINED ON THE SPECIAL ASSIGNMENTS WEB SITE (INCLUDES CHANGES TO
REF A), ARE HIGHLY ENCOURAGED TO APPLY.
4. SELECTION TIMELINE:
A. 31 MAR 08: APPLICATIONS DUE TO CGPC-EPM-1.
B. 9 - 11 APR 08: SPECIAL AGENT SCREENING BOARD CONVENES.
C. NLT 9 MAY 08: ALCGENL RELEASED ANNOUNCING BOARD RESULTS.
D. NLT 1 AUG 08: ALCGENL RELEASED ANNOUNCING FINAL SELECTEES.
5. APPLICATION PACKAGE CONTENTS, CO ENDORSEMENT REQUIREMENTS,
MINIMUM ELIGIBILITY REQUIREMENTS, AND MAILING INSTRUCTIONS CAN BE
FOUND ON THE SPECIAL ASSIGNMENT WEBSITE AT

I know that you must be tour complete in '09 to apply and that is not waiverable. Does anyone know if that still applies if you're end of enlistment is '09, but not your tour? I'm pretty sure that I would still have to be tour complete.

you can't apply till you are tour complete. If your rotation date is 09 you can apply now. Smile

Most times, if not all, when someone re-enlists, their tour continues uninterupted for the duration of the original tour.

I just made E-6, and am interested in applying to CGIS for my next tour, but I think I am late. I am do to rotate in FY09 from DC. From what I understand I have to wait until my next tour to apply, is that correct?

You are correct in that AY09's applicants have already been selected, so you're a bit late.

Keep in mind your next tour may be shorter than originally expected due to any number of reasons, so you may be able to apply sooner than three-four years.

Any questions regarding cut-off dates should be fairly clear in the posted message at the beginning of this post.

Why is CGIS restricted to E-6 and E-7?

I've heard speculation, but I'd like to know if anyone knows the real reasons.

Retention (on the AD side of the house).

And that's why it became a Warrant-based program.

I think that retention could be handle on many different ways. OSI is a good example. I think that if you could keep many JOs leaving to join 1811 jobs...

OSI is made up of enlisted, commissioned, and civilian agents. The AF has no warrants, period.

CGIS is made up enlisted, warrant and civilian agents. No commissioned officers, unfortunately.

Different services, different requirements.
