3. THIS YEAR CSTBS WILL BE AUTHORIZED FOR ET, EM AND OS A-SCHOOL CANDIDATES, TO INCLUDE MEMBERS WHO ENROLL IN THE EM STRIKER PROGRAM. MEMBERS WHO WILL EARN A CSTB THROUGH A STRIKER PROGRAM MUST COMPLETE AND SIGN A CSTB AGREEMENT PRIOR TO BEGINNING THE PROGRAM.
4. EFFECTIVE 16 JULY 2009, THE ET RATING MAXIMUM AUTHORIZED CSTB BONUS AMOUNT WILL BE 4,000 DOLLARS AND THE EM CSTB WILL BE A MAXIMUM OF 6,000 DOLLARS.
5. EFFECTIVE 16 JULY 2009, QUALIFIED NON-RATED MEMBERS IN THE FIELD WHO AGREE TO ATTEND OS A-SCHOOL MAY BE AWARDED A CSTB. IN ORDER TO QUALIFY FOR THE CSTB, A MEMBER MUST:
A. GRADUATE FROM OS A-SCHOOL.
B. AGREE TO OBLIGATE A MINIMUM OF FOUR YEARS ACTIVE SERVICE UPON GRADUATION.

Does anyone know why the ET SRB Zone A dropped drastically and the Zone B is now non-existant?

This is very frustrating as my re-up date is after the 16 of July.

Becuase the need to bribe ETs to re-enlist is comparatively less, with regards to the other ratings and the pot of money available, then it was last year.

Consider yourself lucky to get anything at all. In my opinion the CG shouldn't have to pay to keep anyone, you either committ or try civilian life. Your "bonus" is a guaranteed paycheck on the 1st and 15th.

We used to call that the "golden handcuffs" because you will not find a benefit anywhere near as good in the civilian world.

DCONEJOHNSON while I agree that serving your country is bonus enough, the Coast Guard invests alot of money into training their personnel(especially the senior enlisted ranks) SRB's are a way to ensure that that corporate knowledge stays in our service and doesn't find it's way into a higher paying civilian job. SRB multiples have alot to do with how well the economy(civilian job sector) is doing. With the economy in it's current state no one wants to get out.

agree with above. normally i give my spill from re enlistment and bonuses by saying you can earn twice as much easy in civi life. but i think everyone and their dog knows that the benefits we get here are the best. the job security is there. and its actually not bad money in the CG (factor in the BAH and probably have roommates). alot more people are stayin put now. normally they have trouble keepin higher ranks because they can get contracting jobs or civi life which pays them twice what we get easy. but i think i kept talkin to much about how good we have it here and everyone staying in =/, i mean =)

I have been around long enough to know exactly what an SRB is and the details surrounding it, but coming from you(ET)of course you're going to be all for SRB's. I would be too, I don't blame you, however there are other ratings that are just as or even more vital to CG mission(S) that DO NOT get bonuses. But i do have a good question. If the CG is paying you to stay in why are most of the newer positions being filled by civilians and not more "CRITICAL SKILLED" active duty?

SRB's aren't based on civilian vs military pay, they're based on retention. They got rid of my zone B (BM) as well, 'cause there's enough people to fill the billets. The economy and employment sucks, more people stay in, all positions are filled with the appropriate paygrade, no SRB. So civilian pay plays into a persons decision to stay or go, but not into the CG's desicion on bonuses or multiples.

Because civilian employees stay in one location. The oft given excuse is to provide continuity.

In many cases it is cheaper overall to hire a civilian because their benefits are nowhere near as inclusive as those of the service members.

Whoa!! let's stop the hostilities right here right now.DCONEJOHNSON I'm not saying that any rate is more important than the next! We all work together to get the job done! As far as your point about our(ET) new positions being given out to civilains, all rates on land are being affected by A76( whether they choose to mask it as best interest for"continuity")seems I could recall when most onbase firehouse billets were manned by coasties..not today!Seems back in the day when I needed a part fabricated I could go to the DC shop and have it made now I have to put in a work order to a BOSS contractor to have the work done by a civilian! Remember we all wear blue. Yes some rates do have SRB's to keep personnel in. I sent one of my guys to a Navy "C" school that lasted darn near two months to meet his competency qual. Can the Coast Guard afford to having a revolving door in that situation?

OMB Circular A76 is about contracting out services than can be done by civilian companies, not hiring GS/WG civilians.

The CG has endured that situation in the past. The sending command should be working with the receiving command so the receiving command has someone who is fully qualified for the billet. Reality is the sending command doesn't work with the receiving command. "C" schools do not happen on a regular schedule, but on a demand schedule. In the early 80s I scheduled a class every month ... if someone didn't show up... not a problem. If a full class didn't show up ... not a problem. People were scheduled to go isolated at any time, so our "C" school accomandated the months of the year and not the number of bodies showing up for class. A one-sailor class could and often did graduate early and if they were going to another class, they day-worked while waiting for their next class.

When the galleys were A76'd in the mid-80s, one thing they didn't think about ... where do you get TAD SS'? They came from the large galleys.

The same happened with the ET shops on the west coast that went through the A76 process. Command and Control kept Loran out of that process, although this time around Command and Control probably won't.

That is not true. The A76 process will look at ANY WORK being performed, by military, by civilians or by contractor and come to a conclusion which of the three is BEST. It will figure out if a job is inherently military, inherently governmental or contractable. If contractable, then they will determine if it is CHEAPER to do the job with a military workforce, a GS workforce or through a contract. The A76 process has even come to conclusions that jobs should be say OS jobs, and not ET jobs, AFTER having determined that the job IS CONTRACTABLE. (Be happy to provide you the 12 position numbers for that very example)

see this is why i like reading and postin here. always getting good information from both sides of the topics.

all i know is life before coast guard and what ive seen on my cutter. and my MOS was affected by something like this (probably was this but at the time i was just a private and didnt care). they shut down alot of firefighting jobs (everything but like 3 bases were given to civ).

its not that fun to lose jobs like that however if you are optimistic, just means you can come back after retire and double dip easier. if you can get through the rough spots. why i went ET. plan to double dip later

Now Joe - you are trying to say that a football teams job is to prevent touchdowns. Although PARTIALLY true, in effect it is more false that true.

Your post shows it clear. They do report activities that could be done by civilian companies, but they also report "...(b) an inventory of inherently governmental activities performed by government personnel..."

So basically - they report ALL activities.

Phil,

The defensive team in football is to minimize the damage of the offensive team of their opponents.

The military, reduced their numbers in support missions. This led to the rise in Contracted Services such as those provided by Halliburton.

I know the purpose is to report. All it takes is a few critters to view those "jobs" as opportunities for their constituents, and we will be wondering why the billets are "suddenly" gone.

There is a mission that has been inherently military since the beginning, yet, perceptions will become reality and it too will be on the A-76 block soon.

The powers-to-be have the perception. Congress, yet again, re-enforced the sense of Congress that the mission is and will remain within the CG.

Didn't mean to sound hostile, only bothered by the fact that other vital rates get scraps or nothing. In my opinion the vital rates should be the ones that keep the ship floating and moving.

Maybe you should write to your CMC or MCPO-CG for an explaination of how SRBs are determined and what constitutes a vital rate.
