My husband is prior Navy ET1 E-6, and trying to join the CG. He put in his Rate Determination Package back in May and we heard from the recruiter today. They said that they would take him as an e-5 and gave him 2 duty stations to choose from. My question is...Is that decision set in stone or is it open for discussion? (taking him as an E-5 instead of an E-6) I thought they wanted ET1's for mark-92 school. Is there a new ORL out (the last one that I am aware of was dec 06)????? Ok ET's if this happened to you, would you join at an e-5 and then try to advance? any suggestions? How difficult and how long will it take for him to advance to e-6 all over again? Thanks |

I've seen PO1's come into the rating from another rating and take a two grade reduction, only to have them back at their former grade about 18 months later. It could be longer depending on where they scored against their competition on the Servicewide.
Twelve months Time in Rate is needed for the advancement minimum. That is computed based on the the time the first person is eligible to advance off the SWE being taken. If he came in last month, he probably could have competed in the November SWE where the first person would be advanced July of next year. As it is now, assuming he's eligible to take the May 2008 SWE and does well, he could be a PO1 sometime between 1 Jan 2009 and 1 Jun 2009. |

So reguardless of his NAVY "time in rate"...he must have 12 months "time in rate" in the Coast Guard, before he can advance. His "ET" time in the Navy does not count.
Is that correct? Thanks |

Currently, lateral entry is to E-4 and E-5.

His Time In Service counts ... but for advancement to PO1, it requires 12 months Time in Rate. He is entering the CG as an E-5, so I would assume his TIR starts when he enlists.
If he's on the ball, he could be putting on anchors in three or so years. Twelve months TIR as a PO2 and twenty-four months TIR as a PO1. Of course that means lots of preparation for the Service Wide Advancement Competition. |

and then whatever time he has on the cutter that he is going to Will that be enough to get him to Chief? The SWE's? is it the same basic stuff that they test you on in the Navy, anybody know? Thanks |

The SWE, your hubby will be responsible for all grades up to the grade he is competing for.
So, it would behove him, once he's in the CG, to start researching every PQS from E-2 to E-6 [rating and PME] to build his "study guide". From there he can make audio [for listening while commuting or fishing or whatever], power points, practice exams, whatever makes him prepare for tests. There will be some commonality as both the CG and the Navy are naval services, but don't count on everything being congruent. On the Seatime question ... From CIM 1000.6 (series) E-6 ET, MK 12 months in any rating or pay grade E-7 EM, ET 24 months in the designated rating (including legacy FT) in any pay grade If a vessel is not listed in the OPFAC manual, it must come within the definition: "vessels 65 feet or over in length except barges, and all tugs of any length.” Members claiming sea duty in the Navy or for TDY, must submit proof thereof, showing actual dates served. PSC (adv) may consider credit for sea duty on ships other than Coast Guard or Navy on an individual basis. For sea duty to be creditable during TDY periods, the member must not receive per diem (i.e. NESU personnel TDY to a cutter for maintenance). |

Prior Navy ET here, who is now a Coastie ET (There's a lot of us.) I took a 1 pay grade hit, but I would of taken the 2 pay grade hit if I had too. I truly enjoy the USCG over the Navy. It won't take your husband long at all to advance - if, IF, he studies and learns his job (that being E.T. and Coast Guard SWE info.), and get's good marks. His sea time will most likely count and he seems to have a good bit which will definitly help. Honestly, one of the best choices I've ever made. He can email me any questions he might have on my experience crossing over. |

Read that sea time thing carefully. For E-6, it says any rating or pay grade, so the USN would easily count. For E-7, it says in designated rating - which would be a COAST GUARD ET (or FT). The RFMC and other would have to all buy off on allowing USN ET time to count as equal to CG ET time. (No - they are not the same)

On a side note regarding your Navy sea time, did the PPC ever get you straightened out and creditied with all your prior time? Seems they were really taking forever way back when... sindbad whose memory is not what it used to be sends |

It took about a year but I'm all straight now. Thanks for asking. Wish it would of counted for SWE's too, but it was all in 1990-94. Respectfully, Keith |
