The VA contracts a lot of exams. Most of mine have been done by contract doctors at the VA.
They do not use your online records. The regional office will send your C file (mine is about a foot thick in 2 folders) to the doctor doing the exam, along with a worksheet and specific instructions on what they want examined. They will have access to necessary medical records.
They want an independent review and or a specialized review of your medical condition. Two of mine were done by disability specialists.
