I was told from my education counselor during my first enlistment that my wife would be able to use TA. I am going back in as a prior service and my wife is enrolled for courses at a University while I am in training. I was wondering if she would be eligible for TA and if so who would I contact once I am at my duty station.

As far as I'm aware, TA is restricted for use ONLY by enlisted. It's separate from your GI benefits. A new GI bill was just passed that will enable an active duty spouse to be able to use the unused portion of the GI benefits that the active duty person receives, but that won't go into effect until next year. You can read that article here: http://www.military.com/news/article/bush-to-sign-new-g...ml?col=1186032325324
I would check with the College Office on base for more details. Apparently different branches have different policies and options and that makes this more confusing. Wink

She can't use TA, but there are often school opportunities for spouses (often just discounted, on-post opportunities, but sometimes free) depending on where you get stationed and what they have available. It's something she can look into when you get to you first duty station.

For the GiBill, branches will not have different says in what occurs as far as transferrability, as it is run through the VA by federal law, not through the branches. The details haven't been hammered out yet, but the way it looks now is that it will come in conjunction with a re-enlistment, time over 10, or retirement.

TA is different between branches, as it is regulated and paid by each individual branch. Ans completely un-transferrable, as it is a benefit earned by the member.

There are some bases that offer 50% TA for spouses... (atleast in PACAF they do, i.e. Eielson where I'm stationed at) I know there aren't any bases CONUS that offer this same benefit. I don't know if any of the other branches do this as well.

^^^^That would be S.T.A.P., I believe it is called. Not the same thing as active duty TA - its more restricted.

When I volunteered for Navy Relief overseas, they handled the spouse tuition assistance program. You have to pass a financial screening; since they cover only %50 tuition, they don't want you having to pay for school as well if you have debt they think you should pay down first. Not sure if the other branches have similar policies for spouse tuition assistance.

And yes, only overseas. And as far as I know, only schools that are contracted on base. So definitely more limited than AD TA, but a nice benefit if you can make it work.

Navy & Marine Corps Relief Society does offer a grant for spouses when at OCONUS locations (Hawaii and Alaska not counted with the Navy & Marine Corps) for $400 per semester for college. But you have to go through a financial screening that sometimes doesn't make sense at all. Our friends did it and they aren't doing it again because it was such a pain in the butt. The financial person told them to stop putting money into savings! Even though they didn't have any major bills, no rent, only phone, internet & cable, no car and so on...
