Most states are "at Will' meaning the only protected statuses are race, age, and gender. so no, an employer would not get into trouble for not hiring a military spouse so long as they can prove that the person they DID hire was equally as qualified. the Family support Center or Career Center will have classes on resume tips and job hunting. take advantage.

He should look a functional resume format, which downplays any chronologic-related "cons" and emphasizes his skills and experience.

I agree with mmt4 in creating a functional resume. That's what I use. Works great! I have a very strong background of experience, however, I've been employed all over the USA. There are some good samples of functional resumes on the internet. Just google them. As far as discrimination, employers are very "smooth" at hiding this as a reason not to hire you. It would be very hard to prove. I have been asked at interviews about my frequent job changes. I was honest and explained the military but I emphasized my talents and experience to "sell" myself.

If the multiple jobs bother a prospective employer enough then you just don't get an interview. Back when I was a hiring manager, HR would get 200+ resumes for every job I posted and they would send me about 30. I only interviewed at most 5-10, usually on the smaller side.
But I would really be suprised at prospective employers that balk at a resume with a couple of years at each job. At least in my industry, it is pretty standard for people to change jobs every 2-5 years. It's only when it gets down to the 3 months here, 2 months there and 4 months at another place that I started wondering about the job hopping. My last several jobs have been 7 years, 2-1/4 years, 5 years, 2-1/4 years, 5-1/2 months, 3 years, 7 months and now just over 2 years (although the 7 months was because the company I was contracting at hired me). No one has ever questioned me about my frequent job changes.
