I assume you graduated from class "A" school and did not have enough time as a E-3 to be advanced to E-4. If this is the case then you will need to make sure you complete a Career development worksheet PPC-2030 and forward through your chain of command. This is not an automatic process so this form will generate the advancement process. You may be required to show all EPQ and EPME practical factors upon advancing as well.
