From what I understand, yes

"The new GI bill will update education benefits for all veterans who have served at least 90 days of active duty service post-9/11 and have not already used up all their education benefits. If you meet these requirements you will qualify for the bill."

It wouldn't matter that you never initially paid in, as you won't have to pay in for the new one. You will have 15 years (or until 2020) to use them. Of course, The VA will have the best info once all the details are owrked out.

Does anyone know if a retiree can forward these benefits to their dependents like the active duty side can. I retired in 2007 and would like to let my kids use it. Another question I have is, does anyone know if I can split the amount of benefits between two kids? I have one graduating in 2010 and the other will graduate in 2015.

No. you have to be retirement eligible on or after aug 1, 2009 (meaning still active right now) to be eligible to transfer benefits

You don't have to be on active duty as of August 1st. I got out in March of 07 and in a few weeks I'll be starting my first semester on the Post 9/11

the requirement is at least 3 months active duty after 9/11

Im have always wondered if a VEAP era guy like me who didn't elect like me, who was still on active duty until say 2004 sadly unlike me would none the less get screwed out of this and have "well you never enrolled in VEAP" be the "excuse"

That's what we heard when it was too late too enroll in VEAP by a number of years when they finnally changed the rules about changing to MGIB.

I wasn't talking about transfer of benefits, I was commenting on eligibility of POST 9/11 GI Bill as was originally stated.

The first poster (numbers) asked about straight eligibility, which was answered. the next one (tommigues) asked about transferability, which s why I posted the August 1st stuff.

vets need to use thier gi benifits - because you will find out that your navy skill will come up short on the civilian market.I was an ET in the navy that was not good enough - I went an got an ETT degree- employers want degreed people. Not government trained.
