Following the success of the BM and MK AO’s on here, I will give this an attempt as well. I will continue to update my GM AO web page regularly, since there will be information posted there that will not be posted here. I will post any official information here that it is considered internet release authorized for the widest dissemination possible (critical fill solicitations, GM Sitreps, etc.).

Ground rules:

1. I will not talk about any one individual’s specific situation here. If you are requesting specific assignment information, or individual career counseling, then send me an email. If you are looking for tips on how to set yourself up for success, and the information could be useful to other GMs, then don’t hesitate to ask.

2. I will only post information here that I know to be true, based on current policy, business practice or regulation.

3. Because I am the GM AO, much of the information passed here will tend to be rating specific and will not apply to other rates. While all Detailers use the same Personnel Manual we all have different ways of managing our accounts because of the dynamics of the individual ratings.

4. I will not have the time to post everyday, especially during the Assignment Season – however, I will log in to answer as many questions as possible that are posted here. If you need a response in a timely manner, email me. If the email is pertinent to others, I can always post it on here at a later time.

5. Ask the questions without the fear of retribution as the RANGE is CLEAR.

I will fire the first shot to get this started. I know everyone is anxiously awaiting orders and wants to know where their next assignment will be. As I have stated on the GM AO web page, I am holding off on a lot of orders due potential position/advancement changes. There is a strong possibility that a hand full of positions will move from one geographic area to another one. I have heard rumors of a couple of retirement letters being submitted, and the strong possibility that the cuts will be revised. By holding off on issuing orders, I can keep everyone in the transfer window longer. This way, if one of the jobs that opens is in a prime location, I can continue to keep a safe range (level playing field) for all. Some people don’t like California so they wouldn’t want their number 1 choice if it moved to CA. Here is the breakdown of where we stand as of right now.
GMCM- 100% orders cut
GMCS- 100% slated with 3 or 4 plans
GMC- 99% slated; orders issued for PATFORSWA personnel, sea duty, with the exception on WMSL crew Alpha and Delta
GM1- 100% slated; all sea duty, fleet ups, extensions, priority 1 and priority 2 orders cut
GM2- 99.5% slated; all sea duty, fleet ups, extensions, priority 1 and priority 2 orders cut
GM3- 100% orders cut
There are 48 GM3 billets that no one is currently slated for. 38 to 44 of these positions will be filled via the two graduating GM A classes prior to 1 June 09. To date 33 GMs will be RELADing from now until Feb 2010.

Good question. I know of 30 to 50 members who have said they want to lateral to ME. Once the lateral criteria has been established, interested personnel may submit packages to be reviewed by a selection panel. Rating requirements, actual number of positions, and selection criteria have yet to be determined, but here is the current timeline remaining for ME implementation:

4. Release of the manpower requirements analysis survey which will inform the size of the rating and location of billets (ooa Dec 2008). 5. Completion of the final Maritime Enforcement Specialist rating billet maps (ooa Jun 2009).
6. Release of the lateral solicitation message which will provide application instructions for personnel who want to be considered for laterals into the Maritime Enforcement Specialist rating (ooa Jul 2009).
7. Announcement of lateral selection panel results (ooa Nov 2009).
8. Implement laterals establishing the Maritime Enforcement Specialist rating (ooa Jan 2010). Excerpt from ALL HANDS: Implementation of the Maritime Enforcement Specialist (ME) Rating - Update One 201611Z AUG 08.

The manpower requirements’ survey is currently going on. I ask all of you who received the email to complete this survey and help mold the ME rate. As I receive further details and updates, I will pass them on.

For those that have reenlisted for SRB's and still owe time on said SRB's, will they be required to pay back the SRB prior to release from Rate? Or will there be a forgiveness of the SRB that was received?

This is another good question. This is one of those undecided questions at this point but it is on the radar scope. Currently the ME implementation team is following the IS rating standup model and people were allowed to keep their SRB. The ME implementation team is considering to do the same BUT once again, that is still up for discussion and decision.
Can we please refrain from asking a lot of ME questions until after the survey is completed. I understand there are many questions regarding this new rating and everyone wants to make an informed career decision. The survey is an integral part in the formation of the ME rate and I strongly encourage everyone who received the email to take the time and complete the survey.

Do you have any tips for those members transfering with special needs family members, to make PCSing easier for everyone?

What information do you like to see on the e-resume, with regards to special needs?

1. How is the ME rate going to affect the GM billet structure?

2. After the ME rate is established is the sea duty requirement for GM advancment going to be put back into place?

Special Needs Answer
The best way for a member to convey his/her wants or desires is through a well crafted e-resume. The first line in the comments section could be " I am enrolled in the Special Needs Program". I do not need to know what the special need is or who is effected. If you bury important information in the middle or near the end of a long remark section, there is a chance it could get missed. I also run a report through direct access at the beginning of the transfer season, which tells me what members are enrolled in the special needs program. I note this information on my spreadsheet and on the member's e-resume. I then follow the 15 assignment factors to slate all the GM1's for example. I then send a email to a worklife representative asking if a member's needs can be met in Alaneda, CA for example. The worklife staff member will send an email stating needs can be met or can not be met. If they can be met, orders are issued. If they can not be met, the member is slated for his next available position. Another email is sent to work life asking if needs can be met. This will continue until the member's needs can be met in an area.
A couple more things a member can do to make this process smoother is: 1. Have all information current with special needs; 2. Do the research where needs can be met and list those locations in order of priority.

Effects of ME rate on GM rate
GM1,
These are two good questions, but I can not answer these questions yet. The effect on the GM rate comes down to 3 main things: 1. How many GM billets are moving to ME billets; 2. Which billets are they - all shore/ship or are they proportionally ship/shore; and 3. How many GMs will lateral and at which pay grades?

The survey is currently on going and needs to be completed and the information extracted. The Implementation team will then be able to complete the billet map followed by the lateral package submission time frame. A panel will convene and select X number of candidates. Once I know this information, I will be able to accurately answer this question.

GM2 priority 3 Orders
It will most likely be a couple of weeks. There are still a handful of issues that need to be resolved before these can be cut. It is much easier on a member for me to change a slate then to issue and later cancel/change orders. A slate is a working document, where orders are usually the final result. Be aware that orders are subject to change though, based on needs of the Coast Guard. Due to these needs, I have changed 4 members orders already. By waiting the couple of weeks to resolve these issues, I minimize the number of orders that are changed/canceled.
