My find finger seems to not be able to find the answer on this one...

I am Prior Service and should know this but...

I do not have custodial rights to my 2 children that live with their mother in another state, less I do pay child support for the 2 children.
Is there any BAH/BAS help in this case when I do pay the child support for Active Duty? If so based on my address or where the kids live, her address?

I believe you should get BAH differential or BAH type 2, something like that.

I'm assuming you are not receiving BAH because you are in the barracks?

If you are living in base housing you are already "collecting BAH". If housing is privatized then your BAH goes to the company operating the base housing.

If you are living in the barracks and can prove that you are paying at least $160.80 (E3 BAH Diff, Assuming you are an E3)in child support you will be entitled to $160.80 in BAH Diff. Proof does not have to be by court order. It can be in the form of an allotment to the custodial parent, or a notarized letter from the recipient stating that you are paying child support in the required amount for BAH Diff entitlement. BAH Diff is based on BAH type II.
If you are authorized to reside off post you will lose BAH Diff, but will then be entitled to BAH W/ Dependants based on the zip code of where you are stationed providing you maintain your child support payments in accordance with your pay grade.
