I've been Active Duty in the Army for close to two years now, and unfortunately while I was in basic training, my mom, who I left in charge of paying my bills, did not pay on my auto loan causing it to go into collections. The collections agency has been allowing me to make payments at around 20% interest, and unfortunately I haven't been able to secure a new loan with a lower interest rate. I financed my vehicle about a year before I joined the Army. My question is can I use the Soldiers and Sailors act to force the collection agency to charge me less, and if so can I also force them to credit my account for all the interest above 6% that they've taken out?

no, because the debt went into collections. Only those bills that are current can be lowered to 6%. and even if you were to bring it current you still owe all the back interest.
