My service was 1970 to 1990 and I had the Vietnam Era GI Bill. Am I still eligible for education benefit? And where do I find that information?

Try your local VA for real answers.
I believe (I am an amature. This is just as I understand it, and could be wrong)you have 10 years to use the edu bennies. (from the time you get out)

One way or another the Vietnam G.I. Bill Ed. benefits are history. However, You MAY be
eligible for the most recent benefits if you were mobilized after 9/11 like I was.
