my husband retired from the Coast Guard and never used his GI benefits. Now that they are allowing dependants to use them . Can my daughter use it to pay for collage she has already attended? she has 1 year left and i read that the benefits do not start until 2009. she graduates in 2009 . also she is going to a private college can the GI bill be used at a private college? thank you
