Once again, it appears our government missed the mark when it comes to retiree benefits. I retired in 2004 with 21 years of service and I fell under the Great VEAP program. Yes, I had an opportunity to switch from the old VEAP program to the new GI Bill at the time, however, I already earned my bachelors degree, therefore, the GI Bill would not pay for a Master's degree and I declined the new GI BIll. Choices now, NONE. I have written my congressman, but have not heard anything at all from them. If I have the opportunity to pay the $1200 now, of course I would and transfer my earned benefits to my children who can earn there degree.

While you can not transfer your benefits to your children - you can still use your VEAP or the Post 9/11 GI Bill (will be paid a percentage of tuition/fees/housing allowance/book stipend if you retired prior to 30 Sept 04).
