I have been tryin g for more than a year to get a definitive answer for the following question:

How does Manila VARO get away with paying only 50% of the Congressionally mandated $915 DEA allowance?

If you attend school in anaother ?low cost? economy and you deal with Albany, NY; then as far as I can determine you receive the full amount.

I have queried the VA at all levels. I have queried my Congresswoman and my Senators, and all I get in return is bureaucratic mumbo-jumbo!

Is there anyone who can provide me with a reference to written permission for this anomalous situation?
