Unfortunately no. Only Active Duty (after 1 Aug 09) may transfer benefits to their dependents. Veterans may not under the law for the Post 9/11 Gi Bill. Only you may use your benefits under current law.
If you do decide to use your Education Benefits - keep in mind that if you use your 36 months of benefits under MGIB CH30, you may then (if eligible) apply for the Post 9/11 Gi Bill and receive an additional free 12 months of benefits.
To be eligible for the Post 9/11 GI Bill you must have served after 10 Sept 2001 - If you served less than 36 months after this date - you will only receive a percentage of the payments under this program.
