OK, in the Active and Reserve Navy and/or Coast Guard, the Small Arms Qualification Medals/Ribbons are worn at the very end of the Order of Precedence in the awards "stack".
They are even worn after Foreign Decorations dispite the fact that they are very clearly US awards. My question is this, in the Naval Militia, where a given Sailor may be awarded State Decorations, do the Qualification Medals/Ribbons fall before or after State Decoration in the Order of Precedence? Thanks in advance. |

I would "assume" that all state awards would fall behind any and all federal awards. You never know though....

What do your NM regs say? In the NJSG & NJNM state ribbons are worn after federal. Isn't that the same for National Guard?

Well, then why do they fall after Foreign Decorations on the Federal Forces?
In my mind they should go before them because they are US decorations, but they don't. Following normal National Guard uniform conventions (IE Army and Air Force), State awards follow Foreign decorations. So do Marksmanship awards fall between Foreign and State awards? |

Well are you talking about the state Naval Militia or the federal Naval Militia? If state, I would go by their regs and I would assume that they would authorize their wear but they might list them in the state uniform reg or awards reg in a specific place. If federal, then I would put them between foreign decorations and "non-US service medals and ribbons."

Oh, you're getting into tricky territory there gallegheria....As you may know federal laws regarding naval militias are incredibly messed up. "State" vs "Federal" Naval Militia may not be the best terminology.
That aside, the only thing that matters is the uniform regulations for the naval militia you're talking about. Since none of them that I know about have ever posted their regulations online, no one here is going to be able to give shuman a factual answer that will apply to you. Best to consult your chain of command. |

The Ohio Naval Militia. PERMANENT ORDER: 07-037 FROM: CHIEF OF DEPARTMENTS TO: ALL HANDS SUBJ: Ribbons, Medals and Awards, Wearing of REF: (a) ONMREG 1020.2, Ohio Naval Militia Uniform Regulations 1. In accordance with Reference (a), the only ribbons, medals, and other awards authorized for wear on the uniforms of the Ohio Naval Militia (ONM) are as follows: (a) Those issued/awarded by departments and agencies of the government of the United States (i.e., Department of Defense, Department of Homeland Security, NASA, Congress, etc.) for military service. (b) Those issued/awarded by the Adjutant General's Department of the State of Ohio (i.e., Ohio National Guard, Ohio Air National Guard, Ohio Naval Militia, and Ohio Military Reserve) for military service. (c) Those issued/awarded by the State Defense Forces of other states of the United States as prescribed by the issuing agency for military service. (d) Those issued/awarded by the State Guard Association of the United States, Incorporated as prescribed by that organization for service in the organization. 2. All awards worn on ONM uniforms shall be verifiable by valid documentation, which shall be included in the subject member's personnel file. As appropriate, such documentation shall include, but not be limited to the following: (a) Department of Defense Form DD-214, Certificate of Release or Discharge from Active Duty (b) ONM Form 210, Report of Discharge, Ohio Naval Militia (c) Department of Defense Form DD-215, Correction to DD-214 (d) Official certificate of award/presentation from the issuing organization. 3. Awards from fraternal organizations shall not be worn on the uniforms of the ONM. Such organizations include, but are not limited to the following: (a) Fraternal independent military organizations (i.e., American Legion, Veterans of Foreign Wars, etc.) (b) Fraternal military organizations sponsored by state and federal agencies (i.e., Civil Air Patrol, US Coast Guard Auxiliary, US Naval Sea Cadet Corps, NJROTC, etc.) (c) Youth organizations (i.e., Boy Scouts of America, Girl Scouts of the USA, etc.) 4. Periodic records checks shall be conducted to ensure the proper and authorized wearing of awards on ONM uniforms. The wearer of any award not verified shall be directed to remove the award immediately. The wearing of unauthorized awards is in direct violation of both state and federal laws and the member may be subject to criminal proceedings. 5. All awards shall be worn in accordance with Paragraph 7 of Reference (a). 6. Paragraphs 1 - 5 shall remain in effect until such time as rescinded by the Commandant or other competent authority. |
