The SDF Improvement Act, which has failed twice as a stand alone bill and had been languishing for a long time during its third incarnation, now has some hope.

Now, I don't know the chances of this particular version of the defense bill getting passed, but it certainly makes it much more likely that the SDF provisions will get approved somewhere. As it is named for a Republican, and we have a Democratic congress, it might be a tough fight....

The bill has been passed by the House. However, the Senate version does not have the SDF amendment. So, either a Senator needs to slip it in or someone has to fight for it when they get in conference after the Senate bill is passed.
I put in requests with both my senators' Washington offices to add it to the Senate bill, and encouraged every State Guardsman I knew to do the same. The Senate version is S.2787, and is currently under review by the Committee on Finance. Let your Senators know by contacting their WASHINGTON office (not one of the local ones) that you want Section 1066 of H.R.5658 added to S.2787 (National Defense Authorization Act for Fiscal Year 2009).
