I was hoping that I could get some insight on the AVCAD program from you guys. How offten do they send our the message for the AVCAD program and how does one find it?

AVCAD in not available on every selection board. It usually is utilized once or twice every two years. It will be part of the OCS message, hidden within the text. It's a great deal if you can get it, but don't fret. You can applywhile attending OCS or after you graduate.
