Reading the linked briefing left me wondering where "Risk Analysis" of release is conducted. I hope the intent of these organized processes is not overly focused on "streamlining" approvals of sensitive technology transfers.... let's not give away our countries edge.
Until then, everyone is going to wonder what that $737 million actually covers. And competitors will continue to point out that if your JSF is not as stealthy as the US JSFs in the theatre, your primary mission will be that of an armed decoy.

This report seems very inaccurate. F-22=Raptor and this maybe being offered to Japan as they have always expressed and interest. So i assume its a sanitized version of this. F-35 is JSF or JCA in the UK!!
As naive as I may be, I find it a little ridiculous to spend that much money to hide things from people who have been our staunch allies since the beginning of time. I can see having them install their own electronics rather than our passing them our technology, and that only applies to the specific war fighting technology. I can see selling them an unpainted aircraft if we want to hold close the coatings technology we use to aid stealth. I don't see how any of that can cost an additional 700 million bucks. I think we are paying the piper.
