Still looking for someone with deep pockets to blame, the state and city has known for many years the problems but done little to change them, experts on TV for years have talked about what would happen if a storm like this hit and no one listened now it is, we have to blame someone. Their problems are not over with the river watch for the river to bring a different disaster to the city in the next few years and again they know it is coming lets see it they prepare this time. Good. IMO these suits should be reserved for foul ups of willful or criminal negligence or cynical indifference. I don't believe any of those things were present when the Corps built the failed levees, and I don't think they'll be present as the Corps goes back to the drawing board.
Yeah...... living below sea level and mostly surrounded by water is just not good practice. How about raising their elevation with a few million tons of garbage from other states.

Gee. sounds to me like the judge is saying politicians are the problem, not the Corps of Engineers. Is anyone ready to hold the city and state governments responsible for their primary role in the debacle or is it all still FEMAs fault?
You can only patch holes in a levee with bubble gum and silly putty for so long. I bet the next time they tell the government officials of LA. they need to work on the levee and upgrade; they won't wait 30 years til too late to do something. All standing around looking like this
